  1. Obtaining Required Information
  1. Standard
  1. When the Family Assistance Administration (FAA) refers Temporary Assistance to Needy Families (TANF) applicants to the Division of Child Support Services (DCSS) to pre-cooperate, staff determines the forms and documents required to work each applicant’s child support case and obtains the forms and documents from the applicant.
  1. Procedures
  1. Take the following action when a TANF applicant appears in person at a IV-D program office:
  1. Applicant receives TANF Flyer from FAA.
  1. Applicant gathers all the requested documents listed on TANF flyer and brings to DCSS office.
  1. Applicante receives TANF Pre-cooperation Information Request application from DCSS, when they provide all the required documents.
  1. Review AZTECS for the children and absent parent information.
  1. Check the CAST(Case Status) and CAAL(Case Activity List) screens for notes and alerts.
  2. Check NCGC(Non Cooperation Good Cause) screen for existing sanctions and the required forms and documents to clear the sanction.
  1. Have the applicant complete the DCSS forms for each child and absent parent.
  1. When the applicant does not have any identifying information about the absent parent, have the applicant complete a Lack of Information Statement and provide any supporting documentation.
  2. Ensure you have obtained the required information that is noted on any case with an existing sanction.
  1. Collect all forms and documents from the applicant for each child and absent parent.
  1. When a TANF applicant is unable to appear at the IV-D program office:
  1. The FAA office provides a packet of DCSS forms and a list of required documents to the applicant and instructs the applicant to mail the completed forms and documents to DCSS.
  1. If the customer calls DCSS and requests a packet, mail the forms and document requirements to the applicant for the applicant to complete and return.

  1. Verification of Pre-cooperation
  1. Standard
  1. When an applicant provides the completed forms and documents, the worker provides verification of pre-cooperation to the applicant and FAA.
  1. Procedures
  1. When the applicant completes the pre-cooperation process in person:
  1. Complete the TANF Pre-cooperation Information request application.
  2. Enter the pre-cooperation information on the AZCD (AZTECS Pre-Compliance Detail) screen in ATLAS. Completing the AZCD screen:
  1. Informs FAA of the applicants’ pre-cooperation by interfacing to and updating AZTECS with the pre-cooperation verification
  2. Clears any existing sanctions from the NCGC screens in ATLAS
  1. Complete the AZCD screen the same day the applicant cooperates.
  1. When time constraints do not allow same day completion, complete the AZCD screen as soon as possible the next business day.
  2. When the applicant completes the pre-cooperation process through the mail, update the AZCD screen immediately upon receipt of the documents.
  1. If the applicant does not provide the required forms and documents, update the AZCD screen with the pre-cooperation not completed details.

  1. Standard
  1. Pre-cooperation documents are maintained in each office pending the case interface from AZTECS upon TANF benefit approval.
  1. Procedure
  1. Maintain pre-cooperation documents in your office for a minimum of 60 days.
